Joomla! Websites
Joomla! Sites are excellent for small businesses and not for profit organizations. My theory is if you may need to change your website once a month or more...you should invest in a Joomla! content management system...
HTML Sites
HTML Sites are great if you don't want to edit your site on a regular basis. Most of the HTML sites that I have built are websites, where I maintain the site for my client. I only recommend this option if you very rarely update your website...but keep in mind SEO (Search Engine Optimization) improves the more frequently your website is updated!
